An account, a MarkeTrak case, an invoice, a variance — any record can carry notes and be assigned to a person. The history stays with the record, so picking up somebody else's work does not start with an archaeology exercise.

Work that needs a person notifies the person who owns it, rather than landing in a shared queue that is everybody's and therefore nobody's.
